Charleston County is considering a future extension of the Transportation Sales Tax (TST) to invest in mobility, greenspace and infrastructure needs. If passed by County Council and approved by voters in November 2026, the tax is estimated to generate $4.25B over 25 years. This funding stream is the most significant investment in transportation across the County. Without it, CARTA would be significantly defunded, pavement conditions would decline, both small- and large-scale infrastructure projects — from intersections to corridors to bridges — would not be constructed, and there would not be additional investment in open land conservation.
In February 2026, County Council voted to get public feedback on their working draft of funding allocations and project selections:

We encourage you to take some time to review the draft, as well as our suggestions below, then weigh in via Charleston County’s new survey, which is available at CharlestonTransportation.com through April 5. This is your last chance to help ensure taxpayers receive the transparency and specificity needed to make this historic investment, and to ensure that each category has the minimum funding needed to leverage into a balanced system.
I. OVERALL:
- Provide estimates for bicycle, pedestrian, and transit access improvements included within suballocations of the Infrastructure projects (Featured, Intersection, Signal Coordination, Carryover, Pavement Management projects)
- Include a policy commitment recognizing that all projects within suballocations of Infrastructure projects (Featured, Intersection, Signal Coordination, Carryover, Pavement Management projects) will include complete streets elements, as contextually appropriate
II. WITHIN THE INFRASTRUCTURE CATEGORY (orange slices of the pie, pictured above):
A. Bike and Pedestrian
- General
- Develop a dashboard and progress tracking for the Unincorporated region’s Countywide Bike/Ped Plan, with a commitment that TST funding includes development of the plan and implementation of a first phase of projects, guided by a coordinating council
- Incorporate a maintenance component to the Countywide Bike/Ped Plan for trails, shared-use paths, bike lanes, and sidewalks
- Create a spending plan for Bike/Ped Improvements overall, including the annual disbursement rate and funding schedule
- Create a list of quick-start bike/ped improvements, and include at least 1/3 of the bike/ped allocation in the first tranche of bonding to begin these projects within the first few years of the program
- City of Charleston
- Add a West Ashley Greenway connectivity project (from Croghan Landing Drive to Main Road) to the City of Charleston’s list for $10M
- Increase the amount for the City of Charleston’s SS4A and Rethink Folly by $15M, and break these into separate projects that funds SS4A at $20M and Rethink Folly at $15M
- City of North Charleston
- Add a City of North Charleston SS4A project for $10-15M
- Shift the LCRT Last Mile Connections project (currently listed under City of North Charleston Infrastructure Priorities) to the LCRT Last Mile project listed under City of North Charleston Bike/Ped — making the total $30M — and provide a list of priority corridors/locations for these projects
- Town of Mount Pleasant
- Increase the amount for the Town of Mount Pleasant’s Mount Pleasant Way by $5-10M
- Consider adding a Pedestrian and Bicycle Accommodations project to the Town of Mount Pleasant’s list for $15M
- Unincorporated
- Increase the amount for the Unincorporated area’s Countywide Bike/Ped Plan by $10-12.7M
B. Featured Projects
- General
- Provide clarity on the scope and a brief description of improvements for each Featured Project (e.g., crosswalks, bike lanes, multi-use paths, additional lanes of traffic, bus lanes, etc.), as well as cost estimates for bicycle, pedestrian and transit accessibility components
- City of Charleston
- Reduce the scope of the City of Charleston’s US 17 South widening (Dobbin to Main) to $150M
- Add a City of Charleston Sam Rittenberg Boulevard Redesign project for $25M
- City of North Charleston
- Eliminate the City of North Charleston’s Ladson Road at Palmetto Commerce Boulevard and Ladson Road at Miles Jamison Road projects
- Add a City of North Charleston Remount Road Complete Street project for $15M
C. Intersection Safety Program
- Specify the list of priority intersection projects funded by the remaining $65M that isn’t included in the 10-Year Quick Start Plan
III. WITHIN THE TRANSIT CATEGORY (blue slice of the pie, pictured above):
- General
- Add more specificity to what investment in this category produces (metrics around service expansion, maintenance needs, etc.)
- City of Charleston
- Add $25M for expansion of transit service in West Ashley to accommodate future development in the Savannah Highway/Long Savanna area
IV. WITHIN THE GREENBELT CATEGORY (green slice of the pie, pictured above):
- General
- Add more specificity to what investment in this category produces (e.g., how many acres are estimated to be protected over 25 years with the 2026 allocation).
- Clearly identify the rural/urban allocation split.
